Knight & Partners, Austin, Texas.  Associate Attorney, April 2009-Present.  Engaged in the practice of municipal law, representation of municipalities on a daily basis in a variety of legal matters including water and wastewater regulatory issues, prosecuting in municipal court, preparing and enforcing ordinances and codes, advising on zoning and subdivision‑related issues, litigation and administrative proceedings. 

 

Christopher Stanley & Associates, P.C., Georgetown, Texas.  Associate, September 2006 to April 2009. Engaged in real estate and construction lien litigation, discovery, depositions, negotiation of settlement agreements, mediation and trial in district and county courts at law.  Represented clients in residential and commercial real estate transactions, sales contracts, commercial and residential lease agreements, and easements; construction and other contracts.  Advised clients in the formation, organization, and operation of business entities.

 

City of Killeen, Texas. Assistant City Attorney, Public Works, April 2005 to September 2006. Represented the City planning and engineering departments in real estate, water, wastewater and environmental regulatory matters under the regulatory jurisdiction of TCEQ; and advised the City=s planning and zoning commission, zoning board of adjustments, and other city boards and commissions in their public meetings. Prepared and reviewed professional services and construction contracts for the planning, design, and construction of road, water, and wastewater projects. Drafted and prepared ordinances and policies for the City related to water and environmental regulatory matters required of municipalities pursuant to TCEQ rules. Drafted and reviewed real estate instruments for the City. Conducted Public Information and Open Meetings Act classes for city officials and staff.

 

Texas Commission on Environmental Quality, Austin, Texas.  Staff Attorney, June 2003 to April 2005.  Represented the Executive Director in contested case proceedings involving water rates and water/sewer CCN applications before the State Office of Administrative Hearings (SOAH); negotiated mediated settlement agreements with affected customers, landowners, and water and sewer service providers; represented the Executive Director in contested case proceedings before the Commission. Advised the Executive Director and staff on environmental regulatory matters involving Agency=s regulatory jurisdiction; participated in rulemaking, advised Agency staff on the Public Information Act, and reviewed and responded to requests for public information.
